You can look at a couple things. First, just take the fuse out and pop it back in, maybe it will fix the problem. From there, I think it could either be a faulty switch, or faulty seat cushion heating element. Dealer may fix it under warranty.

Also, I know that your AC chirp is caused by a faulty blower motor and is common on many 10-12 fusions. I can't remember if it is a warranty item, but if its not you can replace pretty easily yourself for about $75.
