Vehicle: 2010 Ford Fusion SEL FWD I4 Automatic

Hi,
My vehicle (above) had its passenger light go out.
I tried replacing the bulb and nothing happened.
I eneded up using my multimeter and discovered it has around 8-9 volts compared to the driver side @ 12.5 Volts.

Any idea what is causing the voltage to drop and not turning on the light?

Bad Ground?

Thanks,

Good Point.

It's the passenger side low beam headlight.

I did a few tests with my multimeter yesterday and its getting a constant 9.5V, my conclusion is that the wire is bad, too much resistance...ohms law correct?
However, due to the fact that its within the headlight assembly, I was advise to use a piercing probe and test the wire about 1-2 inches below the connector to validate if the wire is bad.
