2007 Fusion No Crank Help or Ideas

Hey everyone! I'm helping out an elderly neighbor with their Fusion, they pulled up to their house a little over a week ago and parked. When they came back out the car wouldn't start. I gave them the common things to check first. Is it actually in park, try shifting out and back, try turning the wheel a bit first, and then finally I started asking about the battery and what sounds they were hearing. Eventually deciding I was going to need to go over to look more closely.

After some diagnosis work, I found that when the key is turned to the start position, there is a small click sound from just below and left of the steering column. However, when checking for voltage at the solenoid, there is nothing. I at first thought either fuse or relay. It took some digging to figure out the correct fuse, as the diagram in the book on the car didn't match the fuse box (WTH???). I eventually found the correct fuse diagram and found the fuse in the #10 spot of the interior fuse block. No problem there.

Next, I started looking for the relay. I wasn't able to clearly identify which relay I needed to check. I wound up swapping the relays under the hood for ones that I knew were working. i.e. blower relay for others of the same size. Since the blower was clearly working.

No success and I'm not sure where/what to check next. Any ideas? I would greatly appreciate the help

I realized that I forgot to mention that we initially suspected a dead/low battery. But we tried to jump start and the behavior is exactly the same
Check all power and ground cables between battery, starter and ignition for any signs of damage or corrosion and be sure all connectors are tightly secured.
After that test the starter and replace if need be.

Thanks for the reply. I wanted to let you know that I finally resolved this problem. Incidentally also wishing to have this info for anyone else who might come across this post.

The problem wound up being the key and the ignition immobilizer system. I ruled out a variety of other electrical issues and happened to notice that the flashing light for the ignition lock immobilizer system was flashing more rapidly when the key was turned on. The owner had a second set of keys (thankfully!) and when we tried that key everything fired right up.
