2010 Steering Rack Replacement Issues

My 2010 Fusion has a defective steering rack, according to the dealer and needs to be replaced (for the bargain $1,400.00) because of the failed programming in the module which has inspired a "voluntary" recall. The dealer said the rack/module "failure" is really a programming failure and it can be reprogrammed to work correctly. Hence, I can buy a used rack & module and have it re-programmed to spec. So, I need to confirm:

1. Could there be a conflict, at installation that would prevent the module being re-programmed?
2. Will swapping the rack & module require detailed electronic & other knowledge?
3. Will I need to wipe the internals of all prior electronic assessments or leave it alone, prior to installation?
4. Any other surprises anyone knows about?

This is all $1,300.00 decision and is very important (used rack/modules start at ~$100). I greatly appreciate any/all informed insight into this otherwise expensive & specialized dilemma.

I can't seem to located my paperwork from when I had to have my car towed in because of a steering issue (can't remember what part(s) had to be replaced but think it was the rack). The article below though is about what I experienced. I'm not sure if you're talking about the same thing or not though.

I lost all power steering on my way to work, I made it to the office but had to have it towed to the dealership. They charged something like $1600 but I complained to Ford about it and they paid 50%. I was like 6000 miles past my 35K warranty. If they end up doing a recall though I'll be asking for my money back.

Hi Bdr and welcome to the Ford Fusion Club.. You can check for recalls here: Recalls | NHTSA

But that is only for actual recalls. There may also be TSB's (Technical Service Bulletins) and/or SSM's (Service Messages), CSP's (customer Satisfaction Programs) etc. issued by Ford. You can check with your Ford Dealer for the latest information on that. Have your VIN handy when you contact them.
